I second Clock Tower as a legit scary game. Highly recommended to anyone who hasn't played it. Both the PSX and SFC games are worth it, but stay away from CT: Ghost Head and CT3 (PS2, Capcom).

Hyrule.
Take the "evil overlord" out of it and it's still a shithole kingdom. Can't even travel between towns without being trained in melee combat. The only good paying jobs are for shop keeps. Can't eat chicken because they fight back. That and the royal family is incompetent/heralded as living gods who have priority over all other lives in the kingdom. Ugh.

Oh, and did I mention all the dungeons you could wind up getting lost & killed in?
