Brand names are pretty accurate and useful when it comes to CRTs. Your familiar electronics brands (Sony, JVC, Panasonic, Sharp) will be of at least respectable quality and worth a look. If it's Zenith or some crap you've never heard of just leave it be.

Inputs: for USAbros your ideal is a TV with component video input (red green and blue for video), that's the best you're gonna get on a consumer set. 6th generation consoles (+Wii) look awesome over component. Even PS3 and Xbox 360 are serviceable on a CRT with component.
Next up is S-Video which I'd say is 90% of component in terms of image quality. Very good for 4th-6th gen consoles.
After that you have your basic composite input (only the yellow video). This should be your bare minimum for image quality. Note that if a TV only has RF (coaxial) input do not bother with it. That's garbage.

I personally would not pay for a CRT that doesn't have S-video or component input. There are so many free composite-only sets on facebook marketplace. I'm a hardware guy but I use ODEs and Flashcarts; I would say be on the lookout for accessories but most controllers you find at a garage sale will probably be heavily worn and not worth picking up.

first off, why are you using composite video? use s-video at least (if possible use component/YPbPr or RGB)

if you have to use Composite or S-video, try enabling the "trap filter" setting to eliminate some of the dot crawl

what model of PVM do you have?
