Hoshi no Oka Gakuen Monogatari - Gakuensai. This dating sim is quite popular in Japan among PS minor games.

Your character arrives to his new school during the time of the cultural festival and he will have to help the different girls in the campus with the decorations for their classrooms and clubs.

The production values might be kinda low for this kind of game, but it's quite fun and finding different materials for the decorations make the game a unique experience.
