That is a fair observation. In look, SM64 Bowser supports my point, but not so much so in actions.

To be fair, Bowser doesn't recall story to the player when he "talks in paragraphs" (which is a bit of an exaggeration too, that font was pretty big), he basically just barks "Haha, I have the princess, come get 'er!"

Swap him with Bowser from the NES games and everything still stands, I'm pretty sure
