All video game characters are shallow. Mario jumps, collects the coins, rescues the princess, all the while we never learn what his inner thoughts are, what kind of music he listens to, what his favorite kind of pasta sauce is, or what his character flaws are. Link doesn't even have any proper lines, he just gulps, gasps, and grunts through his journey. Donkey Kong doesn't even give a fuck, he just wants K.Rool to stop stealing his damn bananas

They're shallow because it makes it easier for the audience to step into their shoes and see themselves as the protagonist of the story. Do you really think that Samus Aran has less character development than the Master chief? We don't even know what his face looks like. Meanwhile, Samus was given a game with actual character development, and people hated it. They saw the melodrama as a distraction from the gameplay.

Video Game characters, in general, don't get popular for the same reasons that movie characters or characters from a novel get popular. The audience is looking for different things
