If it is an old VGA monitor, then the DVI to VGA should suffice with the proper drivers and settings. There's no need for any extra steps nor hardware. I thought you meant 15khz displays, but those VGA monitors are 31khz already.

I got a couple of the HP thin clients on the upper left which I hope to use for the purposes of emulation. They don't have much compute power, since they are supposed to be using cloud applications and they are made with inferior poverty AMD parts. I think one of them has a dead graphical chiplet, since it boots fine but displays no video. At $25 USD each, I have to chalk one as a loss, and I hope to Frankenstein up the best of each. Losing that much money puts me into a sunken cost situation where I have to make one work. Now that Windows 11 is the only option, I have no idea where to buy a LTSB license to emulate old games.

I have a couple of those thin clients, but I think one has a dead AMD chiplet which drives the graphics; wonder if it is repairable. Is there a good legit way to get a legacy OS like LTSB?

For just PS1 and under, maybe a thin client would be enough. Businesses and recycling centers typically don't want them, so they can go for real cheap. The HP T610 with AC adapter was under $25USD, and there are probably newer models which are even more powerful that no one wants now. If you can afford not going used/salvage, maybe an Xbox Series S will be more than enough for your requirements.

I am just used to separate emulators. I have been considering Lakka, but I wished it had Steam integration. I am not aware of any guides, but part of the fun is to find your own way to enjoy great games.

>hardware
I use all of the above for emulation: dumbphone, PCs, FPGA systems, hacked consoles, etc.

>software
I don't have anything modern, so I stick with a Linux distro or some Microsoft OS up to Windows 7. I tend to use separate programs/frontends like Nestopia for NES, MameUI, Mednaffe, etc.

>controllers
Generally a Sega Saturn controller. However, I have a few others to adapt if the control scheme. Like twin sticks, US/JP arcade sticks, Hori Pad EX2, WiiU Pro, 360 force feedback wheel/pedals, dance pad, etc.

I wish Lakka would work with GOG galaxy so I could play some slightly more modern titles. I would even try Steam if it were integrated into Lakka.

Silent and fast booting, to me, would probably be fanless for silence. For that would require low power PC that comsumes very little electricity and a massive passively cooled heatsink. Probably server grade processors will do the job. There are some passively cooled power sources and graphics cards too, but the chasis case must be large and open in a very well cooled room to avoid usage of fans. For the fast booting part, maybe choose a distribution of GNU/Linux that suits your needs best. How I went about it, I had to sacrifice performance, because I had no budget, so I settled on a thrown out thin-clientm it works well enough for me on emulating the good old stuff. If I had any money I would not mind some noise for fans and build a regular computer.

Recently picked up a HP T610 and the cheapest 120GB SSD I could find (some Chinese brand unfortunately named "Dierya" which sounds like poop) for it. I hope it can be a good emulation machine.

I have not tried Win10 yet, so I just installed 10 LTSB on it to see what it is like, and I want to know what would others here suggest to be the next step for it. Snappy Drivers? DWS10/Anti-beacon/ShutUp10?

The PSPgo is also new to me. It will be nice to connect to a TV and a Dual Shock 3 opposed to using my 2000 which cannot connect with any controller. However, the docks are so hard to find and super expensive for the go.

That is a bit much, practically halfway there to the Xbox One X and PS4Pro I want. I hope to set up the computer on the left, which I got for under $30, with a lot of emulators. What other fangames should I add to the following list that would run on it:

-Ur-Quan Masters
-Tyrian 2000
-Streets of Rage Remake
-AM2R
-Super Mario Flashback

I don't prefer to do either/or both are fine ways to play the games you enjoy. I have not tried the MIST FPGA yet, but I hear it is moving along quite well and I'd hope it will become a great inexpensive option. It seems a lot prefer using a Raspberry Pi for their MAME needs, but I am unwilling to give that a go at this time.

My dedicated emulation machines aims were to be small, quiet, power efficient, cheap, and fun to use. MAME, DOSbox, ScummVM, Dolphin, PCSX, etc. runs well enough on them. Give the games a try, you might find something you'll like.
