I guess you mean HD's assault rifle, too? Yeah, just because it's in the future doesn't mean people won't make cheap or poorly designed shit. Take a look at all the huge blunders even highly developed countries have fielded as a main service rifle in history. The ZM66 is just another. The reason why it's shit and the Liberator isn't is explained in the manual.

Also, the double-barrel's pretty good in power, but the long reload makes it bad in high pressure situations. It's good for a Plan B when you run empty since you can switch to it faster than pretty much anything but the pistol.
