Every gun has a utility, it was never trying to be a mil-sim. It's also worth noting if you aren't playing the game on Legendary, you aren't playing the game and that's the truth. Mastery of the sandbox and weapon utility is the game single and multiplayer, and not having your favorite weapon combination at all times so you can pull nothing but headshot multipliers. You're supposed to be a survivalist super soldier trudging through an unknown world fighting a barely known enemy and that translates into the game mechanics forcing you to use your brain and plan tactics around what's available to you.
