I have a Vita, a 3DS, and Android Phone + USB telescoping controller as well as chinese handhelds like the RG350M and RG351P, and I'm telling you right now, you are wrong that the Vita/3DS are better for emulation. They simply are not on par with something like the RG351. The RG350 sputters a bit (I'm thinking of the Special Attack menu in Super Mario RPG specifically, but I'm sure there are other things) but the RG351 completely outpaces Vita/3DS for everything up to PS1 (with the exception of the Vita's excellent PS1 emulation through Adrenaline with POPS in its PSP mode). It is just a damn shame they put a 480x320 screen on the RG351P, so the scaling is fucked. But it is still a better experience than trying to play Super Mario RPG on the Vita via Retroarch or a PSP emulator, or god forbid on the New 3DS. I pretty much use my RG350 for 4:3 (or 8:7) systems and the RG351p for handhelds. As soon as they release the RG351 pro or whatever with a 640x480 screen like the RG350M, it is game over. But even with what is there today, it is objectively wrong to tell people the Vita/3DS is a better emulation machine than the Anbernic ones, and anyone who has tried all the options would agree. You might just be working with outdated information- I really recommend picking up one of the RG* devices and seeing for yourself. Far cheaper than a used Vita with much better emulation.

The phone + controller of course blows them all out of the water. It can play up to Gamecube. But I can't access the headphone jack while its in the controller grip and bluetooth audio has a ~1 second delay. Plus it doesn't "feel" good to play unlike everything else I've mentioned. TL;DR- if you want to get a handheld emulator and you don't mind a slightly blurry experience due to non-integer scaling, the RG351p is the best out there. Otherwise get an RG350 (the P is better than the M imo because I don't like the heavy metal material, but the M does have a better screen).
