All my consoles are too dark on my PVMs unless I set NTSC Setup to off (0). Which makes them use the Japanese 0 IRE value instead of +7.5 US value.
I found someone on here mention this once and they claimed that all consoles have the wrong IRE value for the US except Xbox. I don't know if that's true but changing that setting made the picture 100% perfect on my monitors.
