I've only played 4 and 5 more seriously (aka REALLY tryharding online until higher ranks, playing tournaments etc, streaming and whatnot)
In my opinion tier lists only ever do matter if you've reached the top 5%-1% of the playerbase.
When you're way up there, yes, the character does matter.
Anything below that mark, character doesn't matter so much, as you'll still have some problems of your own to work on, so a guy using a bottom char can definitely bag a god tier char.
I got bodied by Alex a whole bunch on SFV and I main Cammy.

SNK has Kyo, Iori and tens of iconic and recognizable fighting game characters.
They couldn't get into the mascot thing that much because their consoles were meant to reproduce coin-slurping arcade machines, so their platform games could never be as comfy as actual consoles' platformers
