Hey /vr/, can you help me identify a game I played a long time ago?

It is a fighting game and I think it had graphics similar to Tekken 1 or 2. I remember one character who used explosives to fight. He had one move in which he would attach some kind of string to the enemy and let a bomb descend on it. I think he could also plant explosives on the ground or throw them. He would say something "Explosion!" or "Explosives!".

I'm pretty sure it was on either Playstation or N64 since those were the only consoles capable of 3D I had access to from time to time.

I would have liked to see this in the game. I wonder if there were any cut levels which are still in the game files.
