Because idiots can't into fucking devkits.

Sony had the best documentation, primarily due being a global hardware manufacturer.
Then they bought up Psygnosis in 1993, who ended up making a improved devkit that became the standard.
And in the revisionism of history, if you go on wikipedia you will find a footnote on the event on Psygnosis's page, and one more on Playstations console page.
And this keeps getting skimmed over, which is why the 5th gen console war threads keep repeating themselves: Sony had the and the cheapest devkit, with the best documentation.
With the N64 and Saturn you had to buy a expensive workstation for the purpose, and on top of that would keep seeing incomplete documentation where the Japanese branch would be unwilling to provide you with the proper documentation despite extensive fax, email and telephone consultation.

It really doesn't matter who has the 'strongest hardware' when the documentation is incomplete, and debugging is a long process.
All that is left of the 5th gen console war is that we see a lot of games on the N64 do things that isn't possible on the PS1, and the PS1 has a significantly larger library. And the saturn is the neglected child in this scenario because SEGA.
