The technology is the same between a PC CRT and a TV or broadcast monitor (note that Sony PVMs are, contrary to popular belief, not the only broadcast monitors in existance). The difference is in the horizontal sync rate that the CRT's controller boards were designed to run at. TV's and broadcast monitors typically run at about half the speed horizontally as a PC CRT, outputting 240 lines of a frame in the time it takes for a PC CRT to output 480. Theoretically, with the right controller circuitry, you could make a tube from a PC monitor run at TV scan rates.
