I've seen this parroted quite a bit here, but I've never found or seen anyone supply some sort of source for it. I think it's a rumor based entirely off of the initial trailer showcasing the multiplayer mode over any singeplayer content, as well as conflating it with those Namco-developed Nintendo arcade titles like Mario Kart GP.

Every problem with that game can be traced to its original nature as a multiplayer-only arcade title. It got bad reception at its reveal, I think people even booed it, and it's hard telling whether that would be due to the aforementioned nature of it or just because people didn't want any more on-foot stuff at all after Adventures.

When they were moving it to the GC they had to hastily put some shit together to create a singleplayer campaign, so they just took the existing multiplayer arenas and plopped objectives down into them, which ended up being essentially the same for every level, find and destroy all the enemy spawners. There were few on-rails Arwing stages, really few levels at all, the campaign was completely linear with like 10 levels. Assault is the only title in the series where you can't pick your own route to some degree. Even the story was just halfassedly slapped together, some evil aliens that have never been mentioned before (but Peppy and ROB know about them) pop out of nowhere and invade.

I'm sure when people defend that game it's more in the sense that it's not an outright piece of shit or unfun to play, it's functional and serviceable, and that the gameplay concepts it introduced (carrying an arsenal of weapons to tackle fights in any manner you choose, certain levels letting you switch between multiple vehicles on the fly) could be refined and made genuinely engaging if revisited for a future title and given proper time and attention.
