You wont get analog output from a modern card, if that's what anon has. Also, there's no way of getting a progressive picture from the s-video out of those cards, gotta use the DB15.

If anon wants to connect a PC to a display via composite or s-video, then a transcoder is needed to convert RGB (VGA) > NTSC video.

Composite can be pretty sufficient on a consumer grade CRT, too. All depends on what you are looking for.
