A lot of people say FFVI doesn't have the character development that a lot of other titles in the series do, but I'm not so sure about that. Yes, this game does have a lot of characters, so it can be difficult to really build on one or a few, and you could argue that Locke, Terra, and Celes hold the spotlight. But as you know, a lot of scenes and tidbits about the characters pasts can be completely missable in the WoR. Some of them are kind of depressing, like Locke, Shadow, and Setzer's flashbacks. Others have a light-hearted sadness to them, like Gau. When they figure out who his dad is, we have a funny moment where they try to teach the crazy hobo kid table manners and dress him up in a tux. Even after all this, Gau's dad outright rejects him, stirring up memories of him when he was a baby and when he thought he was demon-possessed or whatever. Despite this, Gau is happy to know that he has a father somewhere in this screwed up world.

Some of these character-building scenes are only a few minutes long, and some characters like Gau only get one of them, but it's this sort of simple but effective writing, or maybe it's the translation we got, that IMO makes them really good. I really like this game.
