That's a purity problem.
Make sure there's nothing like speakers nearby that are magnetic and could be causing interference.
That being done, try degaussing it first. If that fails, try rotating the rings on the yoke (if it has them.) Then if that fails and you feel brave you can unseat the deflection yoke, get a cross-hatch pattern going, and try to fix it with yoke adjustments.

I successfully hooked a PC up to my 20L5.
You need to combine the horizontal and vertical sync pulses (IIRC a TTL XOR gate usually works.)

Looks beautiful. I don't like big pro CRT's because I prefer less visible dark areas between scan lines, but if you like that I'd go for the Mitsubishi since I don't know which 20" PVM you're referring to.

Don't use SCART unless you live in europe. Total waste of money and worse audio quality.
