I want to start a general Sega thread with a focus on the internal studios.

Which studios were the best in your opinion? In the sense that the studios that made the most games that you consider good are "best". With particular interest in the early days when they were not branded yet.

Since this is the closest thing to a general Sega thread on here right now (I don't want to create a thread just for this) which internal Sega studio made the best games, or the greatest number of really good games? Particularly during the early days.
