I’d say average, because that’s what it looks like, but I haven’t seen an official source for her height. The 6‘3“ measurement everyone uses only comes from an English strategy guide of Super Metroid, and isn’t official. I seem to recall it being contradicted by another source too, but I don’t remember what. Either way, everyone just agreed she’s 6'3“ because “muh tall muscle woman”, even though she’s clearly not tall, and clearly not muscular in most/all official artwork (like OP’s image).

Personally I’d prefer it if she were a six-foot-tall muscle-lady. It’d make sense considering she’s a genetically altered super soldier and clearly very powerful, but that just doesn’t seem to be the case.
