Bandai.
You gotta give credit to them as they actually adapted most of the angel fights into arcade-y playable stuff instead of a visual novel or RPG.
Also the fighting missions are more or less a spiritual sequel of the SNES Ultraman game.

Evangelion 64 is basically a remake of Ultraman for SNES. It is a giant battle simulator, yes.
