By that metric, the PS2 version is the best one because it actually allows you to choose your voice language (Xbox is locked to internal system language I believe), which is laughable. Just go for the one whose region you want to hear, not hard.

Advance 1 is merely okay.
Advance 2 has higher highs but lower lows.
Advance 3 would be perfection if it didn't have those utterly abysmal hub zones and they rebalanced it so Tails & Knuckles wasn't so broken.

Not really AIR-related, but Sonic 1 & 2 8-bit have excellent fan-made SMS Remakes that also virtually obsolete the originals (Triple Trouble and (eventually) Chaos also have 16-bit-style fan-game, but they're really more like "what-if" reimaginings if they were more in line with the Genesis games):

I seem to remember this one interview circa Heroes where one of the first lines was an unprompted "I am the father of Sonic." and going on about how he's been with the series every step of the way and it wouldn't be where it is today without it. Sounded extremely egotistical, and the interviewer seemed to just kind of ignore it as if thinking "yea sure buddy." For the life of me, I can't find this interview, but I swear I didn't imagine it. Help?
I still say Sega's PC division deserves some of the blame here too, since they had the opportunity at the end to finish Xtreme as a notable PC exclusive but opted against it in favor of more dated 16-bit ports that literally no one will ever play in a year or two from then.
