maybe (i'm not sure if this counts as a feature as opposed to a workaround) but i wouldn't recommend it
i was doing something like that with a modern game and it clearly was dropping frames while framerate indicators were showing full framerate. it will also put additional load you pc and increase the input lag.

i got a dozen of $5 hdmi/dp to vga adapters, and they work great. i need to find something like this but with component output, got pic related recently but my tv can't sync with the fucker for some reson.
