I’ll outline to best way to connect your pc to any old standard definition tv, because it confuses everybody. You need a way to put out an analog (vga) signal, and you need software to output 240p. This can easily be done with an old graphics card or a DisplayPort adapter. The software is hit or miss, but for Linux it’s surefire and easy - on windows you just have to pray that your drivers don’t forbid you from doing it, or spend a while figuring out workarounds. Once you have 240p on vga, find a transcoder to your desired output. Rgb is the easiest, component is not so hard, then for composite and svideo it’s doable but I am not familiar with any reliable devices to do it.
