Here's a prototype of how the system might work, please don't laugh at my choices, they're just placeholder.
Again, I have very limited knowledge on SHMUPS, I don't mind building the flowchart in the end but you guys have to do all the muscle work with the choices.
I recommend maybe getting an excel file in google documents and work from there.
