The world is filled with countless towns, caves, dungeons, houses, towers, forts, etc, all with their own little bits of lore scattered about. While NPCs provide tips, rumors, and chatter, they don't generally stand around handing out quests, instead the players are expected to seek them out by exploring the world and its many dungeons.
