On one end of the scale you have stuff that turns into low-detail scribbles because that's the animator's style, on the other end of the scale you have stuff like Lodoss War which people remember as having great animation purely because of its really high-detail character art, but you can basically count the number of scenes that aren't a bunch of still frames sliding around on one hand after the first episode. Retro games are kind of like that, outside of fighting games and outliers like Metal Slug you have a lot of games that have nice sprites but fuck-all animation to go with them. Modern games these days tend to prioritise fluid animation over highly detailed sprites. I don't think it's a bad trade unless your art style is ugly as fuck.
