Nah, Kaufmann was just the director at Alchemilla and had connections to the cult via the drug trafficking. Essentially he and his staff would keep Alessa alive in the basement amd take care of her until Cheryl could rejoin her while the cult would handle the production of the drugs since they had a history using White Claudia in order to connect to the power of the town.

The only non named humans we ever see are the puppet nurses and doctors, who were infected with the parasites of the otherworld and more or less not alive. Based on harry being able to save Cybil it seems like in the early states of the fusion the parasite can be separated and killed but we see in the hospital that the parasite have fully fused into their hosts, if you damage them enough their bodies will fall over but the parasite will squirm around,

The cult was simply a means to an end, just as Harry and Kauffman were. Dahlia's motives concern no one but herself being able to harness the power of the God.

It doesn't, she does "technically" appear in SH3 but it has nothing to do with the cult it's highly implied that just like Lisa and Kaufmann at the end of SH1 she wasn't able to truly pass on and now remains a lost soul in the otherworld.. In SH4 however we do hear of her a bit in Walter's backstory as she seems to have been the one who convinced Walter that the 21 sacraments was required for him to be with his mother.
