That's what happens when the Lockout-Chip can't communicate with its counterpart inside cartridge, which makes it reset the system every few seconds. Just by a new 72-Pin-Connector, those are usually the culprit as they wear out quickly. They are pretty cheap and easy to swap (no soldering required).
