Did he kidnap Patty? Nope. Nor Ryu. 'cuz it was all planned they will open the gates someday. Or, maybe, Habaruku and Barubary were acting on their own believes; Habaruku is Evans' puppet but Barubary's motives are selfish just to have fun with Ryu (he literally begged Ryu to 1v1 him and helped him after defeat).
