I don't know anything about the quality of the cable itself but Playstations share the same A/V Multi-out pinout between regions (and between the PS2/PS3 with RGB doubling for YPbPr via firmware control).

You should have no trouble using an RGB SCART cable on a NTSC U/J, or PAL Playstation, barring interference issues with a lack of shielding. Sony was a bit nicer for hardware compatibility than Nintendo.
