The AI in 2 is miles better than "stand still and hitscan" autists in 1, trying to unironically state the other way around is just dishonest at best. The way you described them is exactly how they work in 1.

nigga, are you actually mad the game has recoil? wtf am I actually reading. Also, the BOTM was probably the most memorable part of the game, fuck that gave me chills as a kid. The ending of the game isn't shit, I'd say its better than going into cyberspace for a clunky "its too early in game history to attempt something this ambitious" gameplay.

I think your gripe with the game is it isnt much like the classical FPS of the early 90s, cause 1 was basically semi-DOOM in space, with an interesting twist of inventory management stacked level design. Whereas 2 went all in (correctly, if I might add) on the unsettling atmosphere that was ripe for the taking with the story elements given. Both are very different, so I know understand why you might not like the game if you were expecting more of the first. But to say its shit is, again, just very dishonest, or you're just trying to bait me and others. Good job if it's the latter.
