This is the correct answer. I have a few white PCEs, an RGB/Composite adapter I got for ~$30 on eBay, and a Turbo EverDrive. I got the ED two years ago, but the SD System looks fantastic and basically changes the game for PCE/TG16.

The console is turning 30 years old (or rather the PC- Engine). What are the best games for this platform on both the Hu-card and CD formats? What did this console have or do that set it apart from the SNES/SFC and Genesis/MD?

SNES and Genesis are among the greatest game consoles ever. Turbografx was also a major console during this generation, and while it was a bomb in most places, the console was more successful than the Genesis in Japan.

However, despite the console's Japanese success, it has nowhere near the acclaimed software its competitors had.

On the Turbo Chip/Hu- Card format, the best games are regarded as:
Bomberman 94
Soldier Blade
Bonk's Revenge
Devil's Crush

With there being a big dropoff after thoses titles, and even those titles do not get anywhere near the heights on the Genesis and SNES for their respective genres (Bomberman 94 is probably the best Bomberman game aside from Saturn Bomberman though).

On the Turbo CD side of things the software is stronger bit still shallow:
Ys Book I & II
Castlevania Rondo of Blood
Lords of Thunder
Gates of Thunder

Aside from Rondo (which while incredibly strong and great, had equals on the SNES and Genesis in terms of Castlevania titles).

Is there any other great software for NEC and Hudson's sole successful console? Are there any genres that this console was strong in relative to the SNES and Genesis?

When a lot of people talk about great games for the Turbografx, more often than not they list off Turbo CD titles (Castlevania Rondo of Blood, Ys Book 1 and 2, Gates of Thunder, Lords of Thunder, etc.) rather than games that were released for Hu-Cards.

What were great games for just the regular Turbografx/PC-Engine that are worth picking up to this day?

This was the third wheel of fourth gen, and unlike the later generations that had three active game consoles, it did not seem like the Turbografx had any generation defining games. I have large libraries for both the SNES and Genesis/Mega Drive, but I only own five titles for the Turbo (via the Wii VC).

Most of the games for this console seem to be shmups, a genre I suck at.

What games on the Turbo stack up with the best of the two 16-bit titans? I have played Star Parodier, Castlevania: Rondo of Blood, Detana Twin Bee, Bomberman 94, and Ys Book 1 and 2. They are all fun games. Star Parodier is a great beginner level shmup, probably the genre's equivalent of Super Mario RPG. Rondo of Blood is easily within the Top 3 installments in the Castlevania franchise. Bomberman 94 is a great fun multiplayer game, and probably the best game in the series of the fourth generation. Ys Book 1 and 2 was probably one of the first (if not the first) game to actually show the potential of the CD-format in regards to gaming and has a great soundtrack (composed by Yuzo Koshiro no less).

Is there any other Turbo titles on the Wii's VC that are also great (excluding shmups)?

This console did not seem to have a list of notable masterpieces like most other consoles had.

The Wii Virtual Console makes much of its library available, and Castlevania: Rondo of Blood is certainly great, and I did have a lot of fun with Star Parodier, but the rest of the game's library does not seem to be stand out.

Just based off of the offerings on the Wii's Virtual Console, what are the best games for the Turbografx 16?
