It didn't even get a Japanese release though, which Mario's Picross 2 did. The lack of Japanese release is what's perplexing.

Picross continued on the Super Famicom, with an early Satellaview release, Mario's Super Picross, and a bunch of digital volumes released via the Nintendo Power service.
The first volume happens to be Pokémon.

The Picross series went dormant for a while, with nothing on the Game Boy Advance, Nintendo 64, Gamecube, but it re-emerged thanks to the whole "Touch Generations" line on the DS, as well as an international Wii Virtual Console release of Mario's Super Picross.
Jupiter have since been steadily making Picross games across the 3DS and Switch, many of which being licensed or themed.
There are already as many as six Picross games on the Switch eShop, with a Mega Drive and Mark III (Master System) Picross title announced.
