I agree, and they actually did this with Pokémon Black and White, but all the casuals and nostalgiafags widely panned the game because they couldn't catch Pikachu, even though the decision to have 150+ new Pokémon never seen before this game and not including any old ones until you beat the game was a deliberate homage to the feeling of exploration and newness found in the RBY.
It's a real shame, too, because ever since BW flopped with casuals (critically of course, it was fine financially just like all Pokémon games) Game Freak has taken the opposite approach to nostalgia pandering and just shoved as many Gen 1 Pokémon into the games as possible. The most recent entry in the franchise has more Kanto Pokémon than they do actually new Pokémon, XY had an obnoxious amount of Gen 1 callbacks and stolen beats from receiving a Kanto starter to getting a Lapras as a gift around the time you need to Surf to having a road blocked by a sleeping Snorlax that's woken up by a Pokéflute to LITERALLY TAKING VIRIDIAN FOREST AND COPYING IT WITH A DIFFERENT NAME.
