That's a yuuuge hurdle to C right there. Only 32KB is visible at one time, and bankswitched regions can be chunks of 8, 16, or the entire 32KB depending on the mapper. At least with raw ASM you have direct control of the program counter and can keep track of exactly where you're going and switching around to.
Granted, C development time might still be faster in the longrun than raw ASM, but you can't just fire up GCC and expect good (or even functional) results.

i see so you're looking for a system of hash validated prepatched romhacks? i don't think such a thing exists to my knowledge.
romhacking.net does validate which ROM you need to use before you upload a hack though, and you as the patcher can verify that, it's up to you though to patch it from there.
