I felt like it was one step forward and two steps backwards from the second NES game. Some of the moves from the previous games are missing and quite frankly, not giving you a throw move when you headlock an enemy seems like a weird design choice (especially when the two grab moves you have are functionally the same). Playing as the new characters was cool, but it would've been if you just had your choice of a character from the get-go like most normal beat-'em-ups (which ironically, the improved Japanese version of DD3AC did).

It's because the original idea for the Double Dragon 3 arcade game was that Billy and Jimmy Lee were joined by three unique characters (Roney Urquidez, Masahiko Oyama and Chin Seimei), but somewhere along the lines they decided to add 3-player support, as well as the option to allow all three players to play as the same character, hence why all the playable characters are sets of twins or triplets.

Also, the non-Lee characters are locked away as paid unlockables on the item shops, hence why they changed the cool flyer art from the JP version with the five heroes in favor of a lamer one that shows Billy and Jimmy with Sonny.

He only existed so they could have an excuse to use The Combatribes engine and have up to three players control the same guy. Originally Billy and Jimmy was supposed to be the only twin characters in the roster, but then they gave everyone else a pair of siblings in the final game.
