Why, yes there is, if you don't mind a little piracy (of 15+ year old games) Buy an SD card adapter for the Dreamcast (and an SD card) and burn a CD at 4x with the Dreamshell Bootloader ISO. Download and copy Dreamshell OS to the SD card, along with SDISOs of whatever games you want to play, plug it all into the Dreamcast and you're good to go.
As for good Shmups on the thing, you already got most of the best ones, but I STRONGLY reccommend Triggerheart Exelica. It has solid controls, gameplay, and a unique anchor system. I've also heard that Sturmwind is awesome, never played it, but has amazing graphics.
