Cool Boarders 2 is great for that. It was one of the first PSone games I owned, and if you enjoy a good racer, or snowboarding in general, it should work out. Shooters like Raiden Project and Raystorm also fit your criteria.

I'd add Bust-a-Move 4 too. It's my favorite puzzle game on the PSone next to I.Q., both are good for a quick 15 to 30 minute play session.

As for RPG's Legend of Dragoon stood toe-to-toe with it's contemporary Final Fantasies during the era...as far as it's prevalence in gaming magazines and schoolyard chatter. If RPG's are your thing, also try Thousand Arms, which is a bit of a twist on the JRPG formula. It's partially a dating sim, and you have to date girls to upgrade your equipment. I haven't played it in over 20 years, so I can't tell you anything more specific than that.
