Two fields make up a single frame. While the TV is refreshing at (approximately) 60hz, the video feed itself is going at ~30fps, as it needs 2 refreshes to make up a single frame of video.This is why cutting the resolution in half (getting a full frame into each field) allows you to get 60fps in 240p.
While halving the refresh rate would hypothetically give you enough time to draw an entire fullsized frame per pass, the circuitry inside the monitor is most certainly not setup to do such a thing and the strobing effect you'd get from such a low refresh rate would be absolutely nauseating.
