just open up the PS2 controller and replace the rubber pad under the d-pad. You can find replacements super cheap on ebay. If the replacement pad is too high (i.e makes the d-pad too stiff/rigid) then just use fine sanding paper (or rubbing paper, whatever its called) to remove some height from the top until d-pad action is perfect.
