It would have been entirely possible if the adapter were built like the Super Game Boy and contained the guts of the handheld itself in the actual adapter / cartridge. The SNES was mostly passive in hosting the Super Game Boy, bar borders, controller input and the occasional sound enhancement.

Would it have been a bit redundant, given that the incredibly similar Master System compatibility is already part of the Genesis architecture? Yes, but it would have been very doable. The most likely reason one was never made was the failure of the Game Gear to really catch on. The cheaper alternative - one that was actually pursued quite a bit up through 1994 - was to port Game Gear games or vice versa for a cartridge release on Master System for the European/BR market, since it's a relatively simple task and either still had an (admittedly dwindling in the case of the former) install base to sell to.
