Tecmo Super Bowl is definitely my favorite for handegg games. I also like Ken Griffey Jr. Presents Major League Baseball for baseball games, Super Soccer for football games and NHL '96 for ice hockey games. The last one is largely nostalgia, though.

Is it really that hard to make teams? You could just buy the latest Madden, then use that to base your teams on. So you have things like "conservative QB with explosive RB, weak WR corps and strong pass defense" (Chiefs) or "elite QB with strong WR corps, but questionable RB strength and weak defense" (Colts), and then you build the teams from there.

As for characters, you can just make like twenty white guys, twenty hispanic guys and twenty black guys and leave it at that. Similar thing worked for Tecmo Bowl, should still work for an indie game.

Not to mention that going down to 5 players per team is perfectly viable, since the series that people want revived (Blitz and Street) both worked with a cut-down roster. Blitz had less players, and Street had the same players playing offense and defense.
