Both are good, but I prefer the PSX version. The PSP version completely redoes the art style (much as PSX redid SFC's) to be noticeably less chibi, among other things. More noticeable PSP changes are fully voiced *everything* (not just skits) and yet another new character (Rondoline Effenberg).

That last bit was a dealbreaker for me- Suzu was enough clutter as-is but with Rondoline they've basically made the bloat even worse by introducing a completely original character which they then force into a perfectly good storyline at random intervals in a clumsy attempt to give Dhaos more characterization. She also plagues the counterpart game Tales of Phantasia: Narikiri Dungeon X, which is a remake of the GBC game of the same name and was more than sufficient to tell the rest of Dhaos' tragic backstory without resorting to ORIGINALE CARACTER DONUT STEEL.

OP, I'd say skip Terranigma and Lufia II, and play Star Ocean directly after Tales of Phantasia (trust me on this, k?).

As for what to play first....I mean, it's tempting just to blat out "Tales of Phantasia!", but that'd be letting my bias do you a JRPG disservice; Tales of Phantasia and Star Ocean are flawed masterpieces or diamonds in the rough, and you have several others there that could be considered more "ol' reliable". I'd say start with either Dragon Quest V or Final Fantasy V, depending on whether you value gameplay or story more in your RPGs.
