No, he just fell for the meme of "CRPGs are the only true RPGs" and "CRPGs are Fallout clones and everything else is heresy". If given to design a game he'd blindly copypaste tabletop mechanics without thinking about how those work in a videogame as opposed to board game with real people where you cannot reload a save. In other words he's the type of person who'd call Arcanum a good game in spite of it being a fucked up mess
