Mt. Itoi isn't even that hard. The gang members you can fight in Valentine's Day can drop flamethowers for Loid and be fought repeatedly. Stock up on flamethowers and by this point Ana should have multiple multi hit PK moves.

The sandhop translation is pretty shit. I get it was made over 25 years ago but with a game series known for its writing there is no reason to play that version.
