This game could have been localized: the creator, Eiichiro Nakazato, worked at Broderbund's Kyodai studio in the late-'80s when they were importing PC games.

The original Relic's available for free on Project EGG, actually, and it's designed to have a mostly textless story (didn't even come with a manual, heh). Bothtec's 1999 remake and, as you've illustrated, RINNE are actually more difficult to acquire these days. The game's certainly got a legacy, considering that the top J-PC CRPG developer did an isometric take on Relics.
