If you're talking about Jill & Chris investigating Umbrella in Europe, yeah I agree 100%. It seems like such an interesting concept that you could do a lot of cool things with. When I was younger I was so hyped to see what Umbrella Europe would be like since that's where Umbrella's top brass was supposed to be at and Nemesis was created there, so I was pretty surprised when Chris showed up in CV with no mention of what he did in Europe and also no mention of him apparently being attacked according to RE3.

Years later I learned that CV was supposed to be something like what I was looking forward to and it's so strange to me that they decided to change the story completely to being about Chris & Claire finding each other. The Chris & Claire stuff hasn't even ended up being consequential in RE either, they hardly even interact or mention each other at all after CV even though they both go through big personal crises.

Yeah the RE plot unfortunately never followed one consistent plan. This led to character inconsistencies and also a lack of a satisfying end to Umbrella.

Claire wasn't supposed to be in Code Veronica. Sugimura's original plot idea was going to have the game star Jill instead. It seems much more believable if Jill, a former US army special forces operative, were doing the super spy stuff that Claire does.

It also made Chris seem like much more of a dick than he seemed in RE1. RE3 makes it seem like Chris is a vengeance driven man who abandons his friends (Jill & Barry) to go after Umbrella in Europe, thus also leaving Jill alone to fend for herself in a city that Chris knew was falling apart.

But if you read Chris' diary in RE2, he states that Jill & Barry did go with him to Europe, and that's because when RE2 was written they did. Chris didn't leave his friends behind and the original plot for Code Veronica was going to build on that with Jill & Chris working together to stop Umbrella.

But instead we got what we got. Chris looks like an asshole, Jill didn't accomplish her task of investigating the underground lab below Raccoon City, and we never got to see the STARS take on Umbrella.

I wish they had made the original version of Code Veronica where it starred Jill and was about the STARS members investigation into Umbrella Europe.
Umbrella's Europe headquarters got played up so much in RE2 and RE3. Those games made you think that Umbrella Europe was going to be the locale for the next game, and initially it was. But then nope, we got Rockfort Island instead.
I don't hate the CV we got, but Rockfort Island was such an underwhelming setting, and it would have been cool to see where Nemesis was created and possibly encounter Oswell Spencer.
