It was mostly rpg's that did that as the genre was still very niche in the western console market at the time. There are plenty of other games like Streets of Rage 3 here where they were made way harder outside of Japan largely people just renting a game and beating it

Growing up I only played SoR2, but after finishing SoR4 I started playing this one and was surprised to find how ‘modern’ the controls were compared to SoR2
