Necrosaro from Dragon Warrior/Quest IV. He was incredibly fleshed out with his backstory and motives for a NES villain, even better than most SNES and PSX villains.

And he actually is the final boss

4 is my favorite of the series because it has the best character development, both for the protagonists and the antagonist. It's also one of the earlist JRPG's where the final boss doesn't come out of nowhere
